    Immediate Priorities

    1. 3039 - Editorial Intelligence and Retrieval Layer (active; weak WhatsApp angles are now being skipped instead of forced into briefs, and the latest live validation confirmed 9/10 current heuristic topic-orchestration candidates are better treated as unsupported than published as thin briefs; the next blocker is improving topic-evidence precision so more strong angles survive with cleaner packs`)
    2. 3038 - WhatsApp Intake and Multimodal Normalization (active; phase-1 corpus contract is stable, and further execution should remain conditional on real source-layer gaps exposed by 3039-3041)
